With his tactical approach and his unconventional methods, he manages to do what no other cop could do before him: tackle the city’s organized crime and work his way up the food chain. After hundreds of arrests, only one mysterious nickname remained unchecked; ‘’Tycoon’’, the alleged leader of Fox-City’s deadliest gang. One by one, Officer Fox interrogates every gang member he has ever arrested, waiting for one of them to crack. It all seemed in vain, until one day when a name surfaced: The city’s Chief of Police himself, Joe Racoon A.K.A ‘’Tycoon Racoon’’.
